## Cause charter (REAL-track): “Ebola” attention spike — proportionality, funding, and messaging records ### Purpose Assemble a time-stamped, public-record dossier that helps the public compare (a) what authoritative incident and risk-communication records indicate about current Ebola events with (b) what public attention and messaging records indicate about the scale and timing of alarm. ### What success looks like (records-attribution only) - A **chronology** that places, side-by-side, dated items from WHO/Africa CDC/national MOH records, major advisories, and high-volume news/press-wire outputs during the spike window. - A **proportionality frame** grounded in records: current confirmed/probable/suspected counts and geographies as reported in official bulletins, plus the stated risk assessments and recommended measures. - A **funding map** showing what WHO and other multilateral/bilateral financial disclosures indicate about Ebola- or health-emergency-related budget lines, earmarks, and donors during relevant periods. - A **procurement/beneficiary map** showing what public contracting and regulated disclosures indicate about which registered entities receive (or seek) Ebola-related spending for vaccines/therapeutics/diagnostics/logistics/communications. - A **messaging & influence appendix** compiling what ad-transparency, lobbying registries, and publicly available grants/charity filings indicate about funded communications activity that references Ebola or outbreak preparedness. ### Boundaries and safeguards - Use **public records and archives** only (registries, filings, audited statements, procurement portals, official bulletins, and FOIA-able materials). - No targeting of private individuals; entity-level analysis (public agencies, registered firms, NGOs, officials already in the record). - Clearly separate **correlation in time** (e.g., attention spike coincident with a bulletin) from **causal claims**, which may not be resolvable from public records. ### Deliverables - A publishable report with (1) timeline, (2) outbreak record summary, (3) funding/procurement tables, (4) messaging records summary, and (5) methodology/limits. - A machine-readable appendix of URLs, document IDs, and snapshot hashes (Wayback) for reproducibility.
